San Diego is facing a persistent housing crisis, with high rents and a limited housing supply. The City Council may modify the Complete Communities Program to redefine the areas where new homes can be built. Despite efforts to increase the housing supply, the number of homes built annually has remained ~10K countywide. The San Diego Association of Governments maintains that the region needs to produce 21K homes every year just to keep pace.
