A much-anticipated plan to develop a key waterfront property in the south end of West Palm Beach is scheduled to be heard by the City Commission later this month after delays pushed the project's bid for approval from September to December to Jan. 23. Patrick Koenig, co-founder of the West Palm Beach-based development firm, said in a May city commission meeting that negotiations were progressing with a specific grocery chain and he was “very confident” that they would be successful. Although a Winn-Dixie is at the Palm Coast Plaza across from where the proposed store would go, Koenig said his plan called for a boutique grocery store that would be half the size of Winn-Dixie.
