Municipalities Striving to Meet Ambitious Housing Goals

Most municipalities in the Greater Toronto Area and Golden Horseshoe failed to meet housing targets, with 22 of 34 graded receiving an F. Housing starts and sales have sharply declined in 2025, with starts down 40% on average and Toronto seeing a 58% drop. Industry employment has also fallen significantly. High taxes, fees, and levies—accounting for 36% of new home costs—are blamed for stalling construction. Calls are made for federal and provincial tax relief to boost housing production, jobs, and affordability.
