The Ohio Senate's budget fully restores the Ohio Housing Trust Fund, crucial for homelessness and affordable housing programs, reversing House changes that reduced its effectiveness. It adds $100 million for housing, creating a $10 million Residential Economic Development District grant program to support zoning for growth areas and a $90 million Residential Development Revolving Loan Program to aid rural homebuilding. The Ohio Housing Finance Agency will move under the Department of Development.
