Toronto's housing market is struggling, with sales down 91% and housing starts down 58% in early 2025 compared to previous years. Employment in construction fell by about 10,200 jobs. The city faces a condo glut and low demand, causing an 80% drop in new condo construction. The report warns the market will worsen before improving and calls for tax relief to revive the industry. Most Ontario municipalities also received poor grades.
