Portage’s new Stanwood Crossings neighborhood will be the city’s first land trust, with the city retaining land ownership to reduce home costs. The city council approved some restrictions, including fencing rules, land trust approval for pools and outbuildings, and a ban on parking trucks requiring a commercial driver’s license in driveways. They removed bans on yard signs, small commercial vehicles, and landscaping plan requirements. Construction of 42 homes has begun.
